Resolve cruise debate with reason, not acrimony

The cruise ship debate has degenerated into the political equivalent of a high school food fight. I would like to offer a perspective that I hope will advance real solutions instead of providing more ammunition to the entrenched combatants.

The State Ports Authority exists to promote industrial development in South Carolina. It has done this very effectively over the past half century by facilitating water-borne freight movement. BMW and Boeing are two outstanding examples of businesses whose decisions to come to South Carolina were heavily influenced by the port's presence and its reputation for efficiency.

A wider Panama Canal in 2014 will dramatically change the status of all East Coast ports. It is likely that only three or four ports will benefit from visits from larger "post-Panamax" ships. Charleston is on the short list. Charleston's advantages include terminals that are close to the ocean, a relatively deep harbor, and the port's efficiency in moving cargo from the ship to the terminal.

Disadvantages include multiple terminal sites, height constraints on the largest ships passing under the Ravenel Bridge, and a lack of rail at some terminals. Fortunately, these disadvantages are surmountable. But overcoming them will require long-term planning for future consolidation, a viable rail plan and funding for its implementation and, importantly, a careful analysis of the efficacy of eliminating Union Pier for freight use.

Union Pier and the Columbus Street terminal are the only terminals that are not "height limited" and can accommodate the largest ships. It would be shortsighted to convert Union Pier to non-freight use, to fill a short term revenue gap, when the terminal may represent an important asset in attracting post-Panamax business.

If a thorough evaluation does conclude that a cruise terminal is a reasonable use for the upper 27 acres of Union Pier, Charleston can, and should, lead the nation in integrating the cruise business into the city in the most productive way possible. One important innovation would be shoreside power, if feasible, which allows ships to turn off their engines while they are at the dock. Other cities have adopted this technology and it is particularly important in Charleston because of the proximity of the terminal to residential neighborhoods and the Market.

Off-site parking with shuttle service to the cruise terminal would allow the SPA to eliminate the nine acres of surface parking and better utilize this extremely valuable property.
